1.Deported: Can I be arrested even with a valid & current VISA?

New Mexico (Last place of residency in the USA)
First time, I went as a tourist in the USA was 1997, and also
between 1997 and 1998 couple of times up to 90 days maximum stay.
since 1999 I was permanent in the USA legal ( with employment Authorization)
up to 2005.
in 2006 I was "out of Status"
and was arrested by the "Border patrol" at a"Borderpatrol checkpoint".
I had to stay 5 weeks in a so called " INS Detention Camp",
and was released for $ 2,500 Bond.
I did showed up to ALL of my 3 scheddueld Court hearings thereafter!
In the year of 2007 I had received a notice via Mail issued by the
US-Immigration Court, that all the "Charges" are dismissed/terminated,
and I got the verbal notice, that I will get my Green-Card been issued soon.
Suddently and unforeseeable
I was arrested by "ICE" (Immigration & Custom Enforcement) in February 2007
and was been deported without any reason to Germany in April 2007.
"ICE" only told me, that they had made a mistake, and therefore I will be deported.
This took place in April of 2007
In the summer of 2007 as well as in the Fall of 2007 I wrote letters to "ICE"
requesting my "Bond Money" $ 2,500.oo
back, but I got no answer at all.
In November 2007 I wrote a letter again, but that time with "Certified Mail",
but this letter came back with the Notice (Sticker by USPS)
" Refused / Return to sender".
At the time of my Deportation / Deportation Proceedere I was ask by ICE-Officials to sign some paperwork stating,
that I cannot return into the USA for the next 10 years.
But... I did NOT sign those papers, because I did nothing wrong.
In the Meantime, I did an application for an VISA with the american Consulate here in Germany, which was granted,
after I explain my whole and entire Situation to the Consulate very honest and truthfully
( I wrote an "sequence of Events")
Here's my Question:
Can I be returning / Reenter the USA without fear,
to be arrested ... and be locked up again?
I was already two times in Deportation Proceedere, that 2.time unjustified because my Case was dismissed / terminated by the
US Immigration Court, and therefore I should get my green Card in 2007....
My GirlFriend is very much worried, that I be arrested again by "ICE", once I fly (over) in the USA this year 2008.
An Immigrant, which I met in that "Immigration Camp", and to whom I still have contact, knows about my case, and I already have send him some copies of my documents.
He showed that Paperwork to his attorney, and his attorney said, that "ICE" and "DHS" did some serious mistakes,
and that he (the attorney) never ever have seen a case like this...
My Girlfriend is also perplexed, that my Bond Money is not been returned to me yet, and that the first 2 letters to "ICE"
been unanswered and that the 3.letter ( Certified Mail) came back as "refused"....
My Girlfriend do have a very "ungood feeling", if I can be arbitrarily arrested again by "ICE" ???=
I do have to return into the USA one more time to "finish everything", what means to get rid of my household and I do want to ship over some very important personal things and belonging to Germany...
