of course there is a possibility there is no harm in applying as long as you answer every question truthfully.
However the chances are probably low, he has stronger ties to Canada than his home country so they may think he will overstay. The wedding is not really a strong point as you can end up getting married here and apply inland and go back home to do another wedding once he gets his pr.
