Hi,
I became PR by entering to Canada with my documents etc. At the entry they cancelled my one time entry PR visa by crossing over with a pen but they didn't touch my multiple entry tourist visa.
Then after 4 months I left Canada before I receive my PR card.
Now I am outside Canada without PR card.
Can I enter back to Canada with my tourist visa (Expires 2024) or do I need a PRTD?

You need a PRTD.

Your TRV will have been cancelled when you became a PR.

or have whomever received your PR card in Canada (assuming it was delivered) courier it to you.

You need a PRTD or a PR card if you are flying to Canada. As said above, your TRV was canceled in the system once you became a PR and an airline will see it's no longer valid. Only exception is if you fly to the US (or you in are in the US) and can re-enter Canada through a land border.
