A job offer doesn't randomly appear in your email, it comes after you apply for the role and go through extensive rounds of interviews to verify your skillset and mske sure you are the right fit for the company.
Just an example - where i work, i can't hire a candidate - even for a temporary 6 months contract role without going through 3 rounds of interviews and only after selection the conditional offer would come out and thst would trigger extensive background checks that could take up to 4 weeks.
Finally no one pays for accomodation or travel expenses in Canada..it is very rare.
