I have get a job offer from a well known company in Canada and the HR officer told me that i will need the LMIA when i arrive at Canada, i don't think that it is a scam because they don't ask for any money and told me that they will secure the work permit to me and I'll just pay the Visa fees in the embassy, So i wodering if i can get the Visa before getting the LMIA or not?
if possible paste the offer letter here with personal details removed given from what you have posted so far does not sound genuine. What’s the name of the company and job role ? Usually LMIA first then work permit.

Guess you have seen the warning on the company site about fake job offers. Highly unlikely I think for the job you mention for any company to look outside Canada plus they have no vacancies listed.

Note that you cannot apply for a work permit until AFTER your employer has obtained an approved LMIA. The LMIA is not obtained in Canada after you arrive. The LMIA must be obtained first BEFORE you can apply for the work permit.
They get copies of your documents and use those to either steal your identity or create other fake documents. Also where they ask you to pay a visa fee often that is to somewhere that is not actually either the Embassy or Immigration. Some scammers even produce a fake permit in response, some just take the money and document copies then disappear.
