I have an open work permit for one year from laboratory of University in Canada. Knowing that My NOC code is A.

Can I apply for permanent residency? Under which program should I do it? Anyone can give me a hand?

You will need to research Canada's immigration programs to determine if you qualify. I would recommend that you start by researching the Express Entry program. This is a points based program and right now you need around 467+ points to apply. You need at least one year of full time skilled work experience to qualify. Information here:
