I did medical examination in December 2023 for PR in Canada, I got syphilis positive but I got treatment from the Uganda IOM office, since that time, I have been waiting for my visa. I DIDN'T get it. Can it be the reason because of syphilis though I got treatment?

You can upload proof of treatment if it wasn’t updated by the IOM physician. This sounds like a refugee application which has a long processing time. You can order GCMS notes or if someone is sponsoring you they can enquire about the status of your application.
