I have 96.5% of the tuition fees & living expenses of 2 years dpl, do I need to meet remaining 3.5%?

If I have 96.5% of the tuition fees and living expenses in my bank for 2 years of my diploma in New Brunswick, only 3.5% is the shortage of fund, is it safe to apply with this amount or should I borrow that 3.5% from someone like my best friend? My program duration is 2 years. I have read that 1 year tuition fees and living expenses should be shown, remaining should be proved how I will meet for other years.
