Hi I am working in Canada now as a programmer and I have Indian bachelors and Canadian post secondary education. Combining all of that I have384 points. While waiting to finish my 1 year, should I apply in Express entry pool for FSW. Any chance I can get invitation.
Technically all the profiles under 450 are ineligible to apply for pr. It won't go below 450. So sad you got education in canada and working here and treated like trash .. oh did i offended you? Power plant operator working in a high effecency power plant in canada this side but still waiting to be invited at 448. No hopes buddy .

You have two qualifications and your post was very clear so that leads me to think that you should do well on language tests. What was your IELTS or CELPIP score? If you're in your 20s or early 30s you should be able to score much higher than 384 with two degrees and good language scores.

You have low points because you haven't done ECA. You haven't done ECA because Indian degrees are not from recognized institutions. Therefore in my opinion, with your score you have no hope for ITA for this year.
There is definite merit in getting your Bachelors ECA done if you don't have an LMIA supported job offer or PNP. In such a case, you will need to maximize your points and the best way to do that is by having 'Two or more degrees..'. You will have that provided you get an ECA for your Bachelors in addition to your Canadian diploma (which I assume is at least a 1 year post graduate diploma).
I believe that you have a chance based on their strategy. They are doing it bits by bits
to prevent backlog on their path and smooth transition. I believe the next draw will be about 420 upwards.
I think they should reach 300 by the end of December. Be optimistic.
