I had been in uSA for around an year on F1 visa

I had been in uSA for around an year on F1 visa...now I am back to my country for a while.... I shall be going back to USA to carry on my studies on F1 Visa..... now in this situation Can I submit my application to CIC in Buffalo from USA?

If so , which I-20 form should I send to them or should I send them both ...the prvious one and/or the new one?

Do I need to send them I-94 ?

Do I need to send them my SSN card copy?

you have to send them a proof of legal residency in the US:
-copy of all ur I20s
- ur I 94.- copy of ur F1 visa
you might send as well a copy of ur student ID. I recommend you to seek advice from an attorney.

no need for an attorney
send them copies of your I-20 and your visa
don't send anyone a copy of your SSN (guard it jealously) or risk identity theft
