I got a Withdraw letter

hi, I submitted my spouse open work permit in April 2020 and After a month i got biometric update and yesterday(26 February 2021) , I received a withdraw letter.
here, i am confused we did not do any withdrawal from our side. so why i got withdrawal letter from IRCC?

When i submitted my file that time i am on Open Work Permit but in between I got PR and which is i submitted by web form.
currently, my status is a PR

So is your spouse inland and you have applied for your spouse’s PR/sponsorship? If outland and you are PR and you need to sponsor your spouse, then your spouse is not eligible for a SOWP.

I did not applied for spouse PR . I applied on SOWP because on that time my status was open work permit

Call IRCC and ask but because you are PR, your spouse is no longer eligible for SOWP anyways.

Your spouse is no longer eligible for the SOWP which is why it was withdrawn.
