I have a problem understanding why my profile is Ineligible to be accepted into the pool, I have done all as I should, or didn't I?.
I don't have currently a valid Job Offer, I never worked or studied in Canada, so if this is not a reason to be Ineligible to the EE pool, then why?
ECA from WES with 4yr Bachelor Degree (ECA report 2015)
More than 3yr (counted by hours) in total work experience NOC: 6221 skill level B.
IELTS: R7 L7 W6 S7.5 in 2015
Age: 26 no spouse
Yet I receive not eligible response from CIC
Please help me understand why, or what I did wrong?!! :-[

It sounds like you have all the right information and are prepared for ee.
So my best guess would be that you simply typed something in incorrectly and were found ineligible as a result. You might have just entered some information in the wrong section, for example.
Try to enter it all again and see if you get the same error.

@Andre_Smol: I will try again, but I believe that the eligibility reply is automated, so entering the same details again will lead to having the same negative reply.

it isn't the funds. Please check if you score over 67 on the 100-point FSW eligibility grid here: http://www.cic.gc.ca/english/immigrate/skilled/apply-factors.asp
To qualify for the EE pool, you must meet the 6 FSW selection factors. You will find more information on this here (read the footnotes too) - http://www.cic.gc.ca/english/immigrate/skilled/apply-who.asp
From the details you have posted here, your score does not go over 67. However, improving your IELTS score to CLB9 would push you to 68.
