The problem is that I don't have any photo id for him. He has an OHIP card but it does not have his picture on it as OHIP cards only include pictures for minors aged 16 or older. My son is 9 years old. Also, for some reason, they don't accept permanent residency cards. In the application guide, the IRCC lists 'health insurance card' and 'school record' as possible id. Are report cards accepted as school record or is it a different document? Do school records in Canada have the photo of the child on it?
The passport is enough, I was in the same scenario, I made 2 copies of the passport, one I used as ID and the other as "passport", We all got AOR so no problems there.

You can provide School Index card having all the kid information ( you get short and long version and either will be fine). I provided the same and it was accepted.
They kept saying there were no documents with photos until I mentioned the index card. It’s a webpage that has info and kid’s photo. Let them print it out and stamp it with the school’s stamp.
For our minor daughter, we used a copy of her Indian passport, birth certificate in English, letter from Peel School Board (Ontario) - they also have something called Emergency Medical Information which has a picture. It lists name of parents, contact details, DOB, custody, address, gender and current grade.
