I applied for spouse sponsorship and it was refused in 2019. I then applied for appeal and went for adr conference in Jan 2020. And I was told to apply again for the sponsorship. But it been 6 months and I did not get the permanent residence fees back. I know application fees is nonrefundable but you do get the PR fees back. I went online and asked for refund but it been saying we are still working on your application. I even used the webform to email them but I got no reply. So I was wondering, if I send them a new application with only application fees. Will they know my pr fees is still in hold and they will use that? Or do I have to pay for PR fees again

As you mentioned, they reverted back as “still working on your application”, means until they are finalised with it, you won’t get the refund. Also, this application would be different from the new one, so you would want to pay the new complete fees.
