Hello, I am a Permanent Resident. I used to work full-time before but not at the moment. I am in the process to sponsor my spouse. can I sponsor my spouse even if I work for skip the dishes and Uber? Does CIC really need full-time job status to sponsor my spouse?
You must prove that you can support your family without government help. If you can show that you have enough savings to support your spouse and/or that you have enough income to support the both of you you should be fine. It is very hard to comment without knowing your exact situation. Receiving EI won't result in automatic denial of your spousal sponsorship but you have minimal savings and are receiving EI there may be concerns about how you will be able to support your family. If you are unemployed you should update your file once you are employed.

Meanwhile, I am working for skip the dishes, instacart and two other jobs as a independent contractor. I can generate money through those jobs. Does doing as a independent contractor will result to denial of my application? I have savings of almost $15,000 in my RRSP and RSP. Can I provide proof of that?
I am just receiving EI for two weeks, cause I am in quarantine for 14 days. I will cancel it once I start doing my above mentioned jobs.
I am not sponsoring any children. Only my wife. Do I need to fill Financial Evaluation form IMM 1283E?
Do I need to meet MNI (Minimum Necessary Income) if I sponsor my wife only?

Yes working as an independent contractor is fine. Have you just been abroad to get married? Are you under quarantine because you are returning back to Canada? If so you're not entitled to EI. You can show your RRSP but that isn't very helpful because that is not easily accessible funds. Do you have any cash savings? Investments? Property?
