My husband (American) and I (Canadian) have been married for three years and have a 2 year old daughter together. I recently moved to the states to be with my husband while he immigrates and finishes school. My husband has supported me since we got married 3 years ago even though I was still living in Canada. Can I sponsor him if he is the one making the money in Canada? We wont move until he has a PR card. If he doesn't get work right away I will go to work and support him but I haven't made any money in the last three years. Can I still sponsor him?

Sure you could sponsor him. What you have to prove is:
1. Your relationship is genuine - that should be a piece of cake for you.
2. Your (and your spouse's) intention is to settle down in Canada permanently.
3. The two of you, together have the skills and qualifications to settle down comfortably.

You need not meet the Low Income Cut-off as that is not mandatory to meet in spousal sponsorship cases.

While she can sponsor her husband and does not need to meet the low income cut-off, she is expected to support him by means of a job. If she has a job, then it is not a concern for CIC. However since she hasn't been working for 3 years, I'm assuming she is still not working. She can sponsor him while unemployed, CIC will want to know how she is going to support herself and her family. CIC will want to be sure that the husband will not go on social assistance for 3 years after landing. She would need to find a job of some kind to show CIC that she can support her husband, her husband will have to quit the job in US to come to Canada, unless he can manage to work for his current company while living in Canada.
