What you are thinking of doing is called healthcare fraud which is quite serious. No you can't use your SIN to get your wife a health card. Depending on where you live your wife likely won't have access to healthcare to cover costs so you will either have to pay or remain in France to deliver where she has health coverage. The child will become a Canadian citizen because you are Canadian.
