Husband with visitor visa can apply for open work permit?

My husband is a resident of New Zealand. He visited me last year (we were not married then) and got the visitor visa till 2019. So, my question is if he comes to Canada and then i sponsor him for his canadian PR, then can we apply for an open work permit as well? I know temporary resident can apply for work permit with PR application. Is visitor visa considered temporary resident?

A visitor is a temporary resident. He can include an OWP app with his inland PR app.

Thank you for the reply. I have one more question. If he applies inland PR application then will he be able to travel outside Canada for two weeks if he still has the valid visitor visa? I read somewhere that if inland applicant goes outside Canada then they may not be allowed to enter Canada again.

There is never any guarantee of being allowed to enter Canada. If he plans to leave during the process, he should apply outland.
