My wife applied for humanitarian and compassionate ground and got first stage approval. She was asked to provide Haitian police and fbi certificates...
She was asked to provide them before April first 2017... She requested a delay for Haiti and got extended until April 28th... Still she did not get it nor the fbi one... Now like 3 weeks after the deadline she got the certificat de bonne vie et moeurs from Haïti which she sent right away... But not the fbi... Now I just saw on the cic that the certificate de bone vie et moeurs is not accepted by the cic....
So considering this and the fact that she still does not have the fbi record, what do you think could happen?

If you are unable to provide the PCCs, you should expect the application to be refused (not returned). If the application is refused, your wife will be told to leave Canada. She needs to provide the PCCs and ensure this application isn't refused.

Does she still has time to request a delay? My concert is that she already asked once in April got accepted but failed to provide pcc... What are the likehood of the cic granting her a new delay? I know it cost nothing to try but I ask so I can anticipate.
In anticipation I am applying for the USA under the investor via but still.
I called the CIC but to get to actually talk to an agent is quite hard... Upon checking the processing time, they are currently processing application made 30 months ago and my wife made here like 22-23 months ago so she might be current before the end of the year.
The FBI certificate might not come before early july and for Haiti... This one is the harder because she has no one who could go take it for her, she even struggled to get the certificat de bonne vie es moeurs (late)... Ad I found out it is not even accepted...
Let say she receive the FBI certificate, could she just mail it to the CIC or does she need to have their green light?

Cic sent her a letter telling her that the "certificat de bonne vie et moeurs" is not accepted and they gave her 30 days to get the police certificate and explained her how to get it(They did not say anything about the FBI, I think it is because when they opened her application, they checked the documents, saw haiti was wrong and requested the correct one and since there was no FBI, they did not ask because by just looking at the document, you can not say if some are missing)... Anyway, they gave her 30 days she tried but failed to get the certificate... She will write a letter saying that she can not... She still have faith but me I know she will likely be refused... Even if she could have gotten the Haitian one, without the FBI she will likely be rejected (FBI takes long).
Well, honestly, I started planning a move to the US more than 6 months ago because deep inside me I had the feeling the Canada immigration won't go through and as time goes by I see signs that I might be right... So I can clearly say that Canada is likely over for her (and us because I will not leave my wife for a country...). So Canada is now over (most likely), thank god I planned ahead so now i am prepared. well, we may be in the US by January (California). And I know she also have to get her haitian police certificate for the USA but the thing is that she soon will become French citizen by marriage (I am a french citizen, she might become french by december) so she would be able to travel back to haiti to get the certificate herself, right now if she travel to haiti or even leave canada, she will be stuck... as a french citizen it will be totally different...
But to be honest, I never really wanted to stay in Canada, I can not get used to the weather (lonnnnnnng and harsh winter, then cool winter, then spring which is like winter in most countries, then rain... some short summer 2-3 months then rain, cool winter followed by a very harsh winter...) so I have zero regrets... I just now have a reason to move and will be very easy to convince her.
