Can I apply for Humanitarian And compassionate case... My mom was rejected with me underneath her name as a dependent child..The law has changed and now i am the age of a non dependent child..Is it possible to put in a humanitarian and Compassionate case,,?

It's not very clear at all who has applied for what and through which program. Did your mother apply for PR and include you in her application as a dependent child? If so, which immigration program did she apply through? Why was she refused? You'll need to provide a lot more details.

My mom applied for p/r underneath the h&c when I was a dependent child and her case was rejected .... But a new law passed and I am now 20 can I apply for h&c on my own because I spent most of my teen years in Canada ..

Under what H&C reason did your mom try applying for PR?

Simply spending time in Canada as a teen does not give you a H&C reason to apply for PR. As scylla said, you'll need to give a lot more information and specifics of your situation for anyone to figure out what to suggest.
