HR professional immigration to Canada

Hi

I am 34 yr old single HR professional from India with 10 years experience in MNCs.
Is it advisable to apply CPHR first and then PR to Canada or Vice Versa. Also what will be the possibility of getting a job considering COVID-19 impact.
My CLB is 10.
Not yet applied for express entry pool.

You don't need any certification just to get the PR, but it may be beneficial in getting jobs in Canada later.
