How to upload PCC

Hi, I have some problem with upload PCC by My CIC because there is no upload button in my cic.

I think there are also some people have same issue as me. So should I using IRCC Web form to upload my PCC?

Does the PCC just need to scan the whole pages and make into a pdf, then upload it, is that correct?

I sent the paper docs of PCC to the case center in Hong Kong.
