How to sponsor baby to Canadian PR parents if the baby was born in India?

Hi. My brother and his wife are PRs of Canada but their child was born in India. At present my brother is in Canada but his wife and son in India. What is the process of sponsoring the child so that he can be taken to canada?

To sponsor the child then as PRs one of them has to be in Canada and of course the child needs a passport.

In the mean time they could try to apply for a TRV for the child although no guarantees that would be approved.
