on the passport it says "Passport should not be sent out of any country by post. It should be in custody either of the holder or of a person authorised by the holder."

you can not courrier or post it , but you can send it with authorized person with written authorization letter.
even same way you have to get back from that person.. means after stamping he/she can not send via courrier.
otherwise you have to visit india and stay there upto got mapple stamp on it.

you can send eamil to ND VO, but worthless.
look our indian passport rules are cleared that we can not send in post or courrier but we can send it with authorized person like friend , cousins, brother or sister, in-laws, parents. you have to write letter that why your passport hold by the person carrying it. if someone at POE will ask they can show your authorization letter at POE.
some OP's here already get stamped before like same way.
OR you have to visit and stay upto getting the visa (right now ND VO hold passport for long time, I seen people still not get passport with visa since June - July 2011!!)
