Of course not. I know many international students and their accompanying parents are able to rent basements without a local job, credit history and SIN. Some even rented their apartment before they arrive here.
they will ask you for a cosigner, someone who knows you and earns 3x the rental value. They will need him to sign and provide proof of his income.
generally that would be either a family member or a friend of yours...if you don't know anyone, then maybe someone from your local community would volunteer to help you with that.
Rental offices for high rise buildings usually do not rent for newcomers without a cosigner, but if you try searching houses (i.e. a one bedroom unit in a house), you have a higher chance of meeting a landlord who's ready to "drop" the credit check and cosigner requirement.

not in Canada yet, but planning on doing the same as my friend did.
She rented an appartment through AirBnb for 6 weeks in November. During these 6 weeks her bf found a job and opened a bank account. They managed to rent a lovely appartment with the letter of recommendation from AirBnb landlord 8) ;D I don't know, if you will be able to go the same route, but it's worth trying. The only downfall is the price (it can be 2 times more expensive).
Some wouldn't even accept an newcomer (after he gets employed) unless he has been working for a year. If you have friends/relatives or members from your community who can help you (by being your co-signer) then great. If not, you have to pave your own way...

If you don't have a job or credit history in Canada, you can ask a co-signor to sign with you... it can be a friend or relative you know in Canada that has income and credit history.
