How to Obtain UAE(Sharjah) Police Clearance Certificate (PCC)as an Ex resident of UAE

I lived in UAE, Sharjah from 2013 to 2014, now I am trying to get the PCC, there are two ways, one is to log in on the MOI app if we do not have a valid or expired Emirates ID card. and the other one is using Emirates Card.
in my case, I have an old Emirates id but it asks me to provide the verification code sent to my UAE number which I am not using anymore.

the problem is that if we do not have an emirates id card then the process to get PCC is very long, anyone who has gone through the same process, I have heard that we can get one from the Dubai Police website but that cost 300AED and the one by the ministry of interior cost only 100Aed. don't know what would be the difference.

My spouse lived in UAE (mostly Dubai) for years. His attempts to get the PCC through the website failed so he had to travel to Dubai to get it.

He didn't have a UAE ID so they asked for fingerprints from his home country's Police which he got, however they did not accept them since his country only issues automated fingerprints while they insisted on manual ones (using ink).
