How to OBTAIN POLICE CLEARANCE IN SAUDI ARABIA

I have a cousin who is currently working in DAMMAM, SAUDI ARABIA. She's now gathering important documents for applying under the LIVE IN CAREGIVER PROGRAM. One of the requirements needed before submitting the complete application is to have POLICE CLEARANCE. My questions are:

1. How to obtain police clearance in Saudi Arabia?
2. Do I need to wait for the CIC to give me a request to have a police clearance?
3. Where am I going to send my application?
4. How to obtain NBI Clearance in Philippines if working abroad (Saudi Arabia).

I just checked in the CIC website, that the abu dhabi is not holding the Saudi applications, so how come that it will submitted it there?
