How to obtain police clearance for China and Hongkong?

One of my friend has lived in Hong Kong and then studied MBBS in China for 5 years. Now he needs police clearance. Please advise what is the best way to obtain police clearance?

If your friend is still living in HK, he need to bring the letter from CIC and go to the address in Wanchai. For details,

He lives in Nepal. Does he have to go to Hong Kong in person to obtain the police clearance? Can't the embassy of China help him do it in Nepal? Please advise.

I did go through the website and found the necessary information. Thank you kindly.
However, there is a problem.
4. All applications must contain the following documents:
c) A photocopy of a letter from the relevant Consulate / Immigration Authority / Government Authority, which contains his or her name and clearly indicates that the production of the Certificate is required.

At this initial stage of PR application for Canada, he does not have a letter from immigration which contains his name that indicates that the production of the certificate is required.

Please advise what to do???

I think at a later stage, the visa office will sent you such letter (just like my wife's case).
