My husband is here in Canada with me. When it comes time to land, is there a way he can do it without leaving the country? He is Brazilian and doesn't have a USA tourist visa, is he still allowed to flagpole at the closest US border without a tourist visa?

He can still just flagpole at the nearest USA land border. When you get to the US officer, you just tell them you want to go right back to Canada side to land as a PR. They will give you some paperwork called something like "administrative denial to USA" (has no effect on future travel to USA), and let you go back to Canada side. Then you just give that paper to Canada officer, and do your landing.
