I have met with a registered consultant through iccrc. I don't have any work experience in Canada but he can hook me up with a business that will provide me with an LMIA job offer to give me 50 points. This will boost my CRS score to over 510 and I can apply under the FSWP right after. The business is a cleaning company without any Google reviews, but has a website and the business is actively registered. The consultant is asking me to pay around $14,000 for the overall service. Is it a scam?

Well for starters, it's illegal to ask for money in exchange for a job offer so that's a pretty big giveaway.
Having a web site is completely meaningless. Scammers very often set up fake web sites to make it look like the job is real when it actually isn't. We see examples of these fake web sites here all of the time.

Even if the consultant is registered through ICCRC? I understand but just because something is illegal does not automatically make it a scam, does it? Think of it as an "out-of-the-box" path.

Just like @scylla said, this sounds really fishy and illegal. If you intend to follow through with it though, did you actually verify that this person you are communicating with is an authorized consultant, or did you just see an 'ICCRC certified' label in the signature and assume that this person is legit? I suggest you read the official government website about using a representative/consultant first, and to verify if this person is legitimate though the 'College of Immigration and Citizenship Consultants' link on said website:
I really wish that consultant scams this shit out of you (I mean, literally). I'd love to see a scammer getting scammed. You know very well when you write "can hook me up" what the consultant is doing.
