How do I go about getting a police clearance/or certificate in california.

"he" does not need a police certificate from the state of california, "he" needs a police record from the FBI, which covers EVERY state in the US. Follow the directions on the FBI website:

Sometimes CIC will request state level PCC's, but until they request one, just follow rhcohen's advice.

If he does need a California PCC, it would be provided by the CBI (California Bureau of Investigation).

did your lawyer also mention CIC only considers police records valid for 90 days? So basically, if you get one now "in case" it is requested, most likely it will not be valid IF it ever is.

Best to follow the checklist for items needed, and submit only what is requested.

If CIC were to receive it within 90 days of the issue date, it would be valid. But, again, the OP doesn't need one at this point...and likely won't need one at all.
 
I sent my state and FBI clearance with my application simply to cut out the hassle of them asking and me waiting so I don't know if they would've asked or not. LOL A lot of the consultants and lawyers will request you to also get a state clearance though before they will file your application for you. I don't know why exactly, but they do.
