No, although CIC require EE applicants to register with Jobbank, the primary purpose of the site is to help Canadian citizens/PRs/OWP holders to find a job in Canada. There are really not many employers who is ready to go through LMIA hassle even for talented candidates.

Imagine you have a small business in India and post a job opening online. How likely will you hire someone from tanzania and file for his or her work permit, pay $1000 fee and wait 3 months for government processing, in which they will closely scrutinize your business? Same happens when any Canadian business try to do that. Hope you get it. Unless you work in highly specialized field with high skill level, may be they can do all of that, else dont keep much hopes.
If you have business in Delhi, I am pretty sure you wont even hire someone from naasik. Employers dont have any obligation and time for doing LMIAs for foreign workers, unless you are stellar computer genius or a surgeon who help grow their profit. For General everyday jobs its rather over optimistic.
While I know LMIA is a pain, but if you look at statistics there are thousands of LMIAs issued every month, which means there are people who would want to go through the process for you. I agree, its hard, but not impossible as depicted by some forum members here.
plus its not just the $1000 the employer has to pay for a fee, they are not going to stick their necks out to do it themselves they have to pay/hire a lawyer to do it which costs more $$$, and then its not even gauranteed if ESDC will approve it.
I have come to believe it depends on 2 things, one your professional profile, second as always is LUCK.
