As your master's took 16 years, you will only get 22 points, it doesn't matter how many masters you have, it only took 16 years. To get 25 points you would have been required to take 17 years.

how did u calculate this 22 point as it is clearly mentioned that in order to get 25 ponits u should
''Master’s or PhD AND at least 17 years of full-time or full-time equivalent study 25"
and he has done msc which is 16 years then ms another 2 years so in total 18 years of education or incase he show the second msc as final degree which is of 2 years then will he be getting 25 points or not

Not, look at this way, if he had taken 17 years and got a masters, 25 points. He took 16 years and got a masters so he can't 25 doesn't have 17 years of study, so 1 step down which is 22. Just because he has 2 masters he isn't going to get 25.
