How to find the job? [Home child care provider]

Before applying to the program, we do need the job offer, correct?
I've been looking for the jobs on Jobbank but all of them say

Who can apply for this job?
Only persons who are legally allowed to work in Canada can apply for this job. If you are not currently authorized to work in Canada, do not apply as the employer will not consider your job application.

So how can I look for the jobs that are available to apply from outside of Canada?
