Everyone is eligible if you are:
1. Young (age less than 35, till 30 you get max points)
2. Education (get your credentials verified by a 3rd party like WES so that you can get to know your Canadian Equivalency of the education.
3. IELTS (get 8777 in LRWS, then you'll get a good score in CRS calculator canada)
