How to count " Years of formal education do you have"

Not sure how to answer the Question 12 Education " How many years of formal education do you have?"
IMM 0008 form.

My situation is:
Elementary: 6 yrs
secondary/high: 6 yrs
University:4 years
Master: 2 years
Ph.D:4 year>>>>>>> still in process

Should I fill "18" years (not include the Ph.D years I am pursuing)
or "22" years (include the ph.d education till now"

You cannot claim points for a degree which hasnt completed yet.
