I would like to know if its okay to contact CIC in Manila and how?
I cant order gcms notes because im in the philippines now. I checked the link where can order online but there none i assume because the Philippine ip address and i would have to be presently in Canada to do that.
I also cant link my application to CIC-i tried this many times over.
CIC contacted us to pay rprf last october 2016 but up to now there is no update yet. They start processing our application last April 2016.
Is there an impact on our app if we contact CIC manila just to know where we stand?

Yes it's ok to email CEM Canada Embassy Manila specially if your application has past the maximum processing time. I remember during my time, hubby used to email CEM once in awhile especially when they asked to renew my Med exam and NBI clearance because the first I had included in our application got expired.
Did you try to check your application online at eCAS? You can use your UCI no. and your Receipt no. Below is the email address of CEM just don't forget to include your application number starts at F0000.
You can also ask your sponsor to call his/her MP Member of Parliament to check and ask about your application status.
