Hello
I want to bring my family here to Canada. I know I can sponsor my parents (which I have to be lucky to be chosen) but I don't know in which category I can bring my sister/or how she can bring herself to Cananda. She speaks both french and english. She is 30 yo. She has no job offer and her current job she has in her country is not offered in Canada for non-citizen. I was initially thinking to make her come with student visa but the tuition fee is a little too expensive. Investment is not an option either. Anyone has any idea in which category she might fit in??

If you want to sponsor your parents - you would do this through the parent / grandparent family sponsorship category. As you've said, this is a lottery and you have to be selected. Additionally, you must meet the income requirements.

You cannot sponsor your sister. She will need to qualify to immigrate on her own through an economic immigration stream based on her education, work experience and language capabilities. Canada has a number of different economic immigration programs and you'll need to research them to understand what it takes to qualify. I would recommend you start by researching the Express Entry program. Most of Canada's economic immigration programs are points-based - meaning those with the most points are selected. I’d look at Express Entry or provincial nomination first. You won’t be able to sponsor her specifically.
