Why do you need a quick answer when you can google. Have you received your ITA for PR through Express Entry? Or even applied? Immigrate first and then take your exams to become licensed once you have landed. You can't work without a license. You are not eligible for a work permit unless you have a job offer with LMIA (no Canadian can do the job). Then you apply for your closed work permit.
