I need to know how to apply for an open work permit for a spouse when Spouse is already in Canada and has no active study.

Is that possible to apply for an open work permit outside Canada option even if your spouse is already in Canada?

What does this have to do with Express Entry. Ask under foreign workers with information that spouse studying? If not, you are not eligible to apply for a SOWP.
