How To Apply for Indian Police Certificate from Indian Embassy in NY by Mail

Iam not sure of how to apply for Indian Police clearance certificate from Indian Embassy in New York.

Any one who already applied and got their PCC from NY Indian Embassy can you please post the procedure how to apply through mail?

I have read some where that we have to send original Passport to embassy? Is that true and is it safe?

Please guide.
