How to apply Canadian PR for USA born baby of Canadian PR parents

I am having Canadian PR and currently living with my wife and kids in USA. I got blessed with baby in USA.

So my question is how I can add him to our PR application and what is the procedure please ?

You will need to provide more information as regards what kind of PR application you are having and whats its current status is, but in general, you can send a specific inquiry form to the visa office handling your case, provide all your information and request to add your child to the application. You will have to attach a new family information form and a birth certificate of your child together with your email.

As an American, your son doesn't need a visa to come to Canada.

Prior to his status expiring, you will need to apply to extend his stay as a visitor.

It also says if dependent is outside canada, So does it means while me and my kid staying in USA also can apply or does it means sponsor must be in Canada and dependent can be outside canada ?

You cannot sponsor a dependent child inland. It must be an outland app. The child can be inside Canada while an outland app processes. The process will take around 8 months.
