i have applied for study permit online and have given my address wrong by mistake. i have emailed CHC Singapore but the notification email says it will take upto 28days to get a reply. Do i wait or should i cancel my application and make a new one?
you'd be nuts to wait for their reply, I know nothing about Online application but I can certainly say that, they are real 'busy' people. You will not get a response from them anytime soon... I could be wrong but, I would suggest you to lodge a new application if it's not too late

I think it would be better if you just submit the papers to your nearest VAC / VFS . It's more reliable , in my opinion. Online application processing time is faster but as it is for January intake, this time of the year, it doesn't take much time for processing paper-based applications as well. Best of Luck, and pray for me aswell .. I have applied on 10th Nov. and waiting for the answer.

btw by any chance do you happen to know what is the processing time for online applications? also did u submit a police clearance certificate for your application?
