Is it true that new immigrants can bring with them or via fright services as many as they can without being taxed by CDN customs?

This not fine. At landing, Dko needs to pre pare and submit a B4 form in order for the shipped goods to be duty exempted. The form can be download from the C B S A website.

If you really want to get technical - everything needs to be declared on the B4 form prior to landing (what is accompanying you and what is being imported at a later date) in order for the goods to be duty exempted. Why I wrote "whether or not is taxable depends on the goods you plan on shipping to yourself", I was specifically referring to the fact that a minimum duty applies REGARDLESS to the exemption on cigarettes, tobacco sticks, and manufactured tobacco.
