I read on the CIC website and it said PR Card is not a valid ID card. And since they already ask for photocopies of biographical pages of passport already; I dont know if they will accept it as another piece of ID
Photocopy of personal identification. Examples of identification you can use include:
driver’s license;
health insurance card
senior citizen’s card
age of majority card
Note: You cannot use your permanent resident card as identification.

I did not use my health card either. I sent 2 copies of passport, confirmation of PR, drivers license and my PR card. Got my citizenship without any issues. Just sharing my experience.
Looks like 1 is enough if you are already sending a passport.
However, I remember someone on this forum getting their app sent back to them because they didn't have enough IDs. I am not sure if it ended up being the applicant's mistake or the agent's mistake.
