How long does it take to get a skilled worker visa?

My brother-in-law just mailed his skilled worker visa last week. We are crossing our fingers that he makes it before the 10,000 cap is reached. About how long does it take to get the visa? The office is Mexico City. It says something like 19 months, is that accurate? Are there any spreadsheets I can look at? Thanks.
