How is time spent visiting the US calculated?

I've been doing some research and some articles say that Canadians can only visit the US for 6 months per year, however it is not per calendar year (doesn't reset Jan. 1st). They say that it resets 182 days after your last visit to the US, is this true?

My girlfriend plans on visiting me next year in January to stay for 6 months and hopefully extend her stay for 1 year (to satisfy the common-law partnership). She is visiting me now for a month in August, will she be allowed to stay for 6 months in January even if she has stayed with me for 1 month in August?
