It varies greatly since applications are sent back-and-forth between different offices and it varies from case to case within the same office as well. The time given by CIC (if I remember correctly) is 18-24 months for a routine application and up to an additional 36 months if you get issued an RQ. You're best off compiling your application kit carefully, sending it off and then waiting. It takes the time it takes.
