How early can I apply for a study permit?

Hey guys, I am getting mixed reviews from everywhere, some people say that I can apply for a study permit before 4 months from my intake date and some people say that i can apply anytime when my file is ready.

If i want to go for September 2018 Intake then which is the earliest month that i can apply? I have my acceptance letter, gic and fees paid, medicals done and everything is ready.

According to CIC official sites, soon you get your LOA. I am confused too. Because it's taking twice as longer than the average processing times. I would apply in Nov/Dec 2017 for my AUG 2018 intake.

I am with IDP.

did they say that you can apply so early? because people are telling me that i cannot apply before may.
