Canadian educational credentials get more scores for EE:
15 points for a one-or two-year diploma or certificate
30 points for a degree, diploma or certificate of three years or longer, or a Master’s, professional or doctoral degree

Anyone has any idea about how they count it?
1. Is 2.5 year 2 years or 3 years?
2. Is it counted from enrollment to graduation, or from first course to last course?

It will depend on your course, your university/college etc. You will need to have your degrees assessed by a third-party designated organization. The report you get from them will provide the equivalent Canadian credential. See here:

It doesn't have to be a canadian degree?
 
My bad. I thought you were asking about ECA of foreign degrees. I don't know much about the recent changes re: additional points for Canadian degrees, sorry. I invite others with knowledge to answer OP's question.
 
A 2.5 years program is 2 years and the same rule is applied to work experience.
